Incoming Kaiju: Nguruvilu
As of 1300 today, the Breach was detected as active. A Category IV Kaiju, code-named Nguruvilu, came through the breach, spiraling up toward the surface levels of the sea before striking off South-South-East.

This Kaiju will be calculated as coming to South America, and for the first time in known Kaiju interactions, it isn't aiming for a major metropolis. Based on the angles and tripping of oceanic sensors set up through the Pacific, it will become clear over the course of the two days following that Nguruvilu is aiming for Cape Horn. With no major human populations in the area, it becomes apparent this Kaiju is looking to cross over into new, uncharted waters.
... For the Kaiju, that is.
Eureka Strike and Gypsy Danger will come in contact with Nguruvilu on the continental shelf at Cape Horn, South America. The entire fight will be broadcast back to Valparaíso, and from the moment of reaching the continental shelf, all Cadets will be required to be in attendance in LOCCENT, at attention and silent watching how these things go down at information central.
As soon as the Kaiju is down, all Cadets will be deployed with the emergency clean up crews from Valparaíso. They'll primarily be working in the Kaiju Blue Clean-up and Control Group, an on land and by sea effort to keep the toxic waste of a deceased Kaiju from escaping and decimating large portions of the native environment. It will mean a three day break from normally scheduled events, along with a day off on return to Valparaíso.
The news will be buzzing worldwide at the break in behavior patterns, questioning if this is a defective Kaiju, if it was trying to get into the Atlantic, if it had something of an intelligent agenda, and so on. Everyone is very loud about their opinions, though the PPDC will ask for all staffers to keep their opinions close to their chest.
Debates about building an oceanic wall to slow down and/or deter Kaiju from crossing seas will be brought up once more, with debates from the cost, to the environmental impact, to social and economic impacts will turn the idea into a political hotbed. This will be the first time any political figures will seriously bring up and propose a plan to encase all countries in giant walls.
OOC Notes
+ When it comes to clean-up, characters have a great deal of lee-way in what they do and how they contribute. Staff members, think about what your characters strengths are in this situation - and K-Science, what parts you want to attempt to have harvested before they're liquified!
+ The world political reactions to this attack will be large enough to be next to impossible to escape anywhere, even in the Shatterdome. People will have opinions all over the board about what will be effective, though it's unlikely to find many who support the idea of world-wide oceanic walls in the Shatterdome itself.
+ We now have a drop and hiatus page, which includes a table of all characters formerly in game. Due to the nature of the AU, we'll be keeping track of where dropped characters have wandered off to for the sake of future applicants who may want to app in a previously played character.
+ Jaeger Pilots, Assemble! With a fully played set of pilots, I'll be playing the role of the Kaiju in this attack. The Kaiju Attack Log can be found here. We're gong to try this out with a set tagging order and see how that goes our first go around. The Hansens will be up for tagging in first, then the Beckets. Both pilot crews have godmod rights to hit, tackle, and seriously injure the kaiju at their leisure. Anything short of declaring it dead is fair game!
+ The date of the attack is March 7th; we're forward dating this log between pilots and kaiju in order to give the PCs back in Valparaíso extra material to work with when their log for both observing the attack and the clean-up and preservation of Nguruvilu after its death goes up on the 7th.

Containment efforts would be as big as cleanup efforts, and there would be lots of dead wildlife to deal with. Anything that's been touched by kaiju blood might be structurally compromised, so cadets would have been briefed to be careful of buildings, etc.

There are teams assigned to certain duties, but in order to prevent characters from getting assigned to duties the players won't enjoy, those teams and assignments may be freely determined by you, the players.
Equipment will include haz-mat suits and basically anything that you deem appropriate to the task that your character takes part in. Rather than rigid specifics I opted to keep this event more open to player whims so that everyone could participate in the way that best suited them.
Would an optional list of loose prompts help?
In answer to your other question, play it fast and loose! If something doesn't make sense we can account for it next time but I will never come down hard on any players for taking initiative in a log environment. The idea is to get in there and have some fun! Your characters are free to be miserable, of course, as long as you aren't. It's a gruesome scene.

They do have about a solid month worth of information to work off of from their scheduled classes (i.e. the structured academy schedule) so they are not being thrown off the deep end entirely. It's absolutely fine and expected for them to feel in over their heads.

MJ was correct, yes. It is to be treated as a more toxic, more corrosive oil spill. It is not the PPDC's first encounter with kaiju blue, so all of the equipment used is up to standards. Cadets will not be put at unnecessary risk during the first 3 months of training.
The specifics of kaiju blue are not extensively covered in canon so I cannot give you much more than the wiki link and the information you have here unless you have specific questions, in which case I'll do my best to come up with an answer.
The general information is that kaiju blue is toxic, corrosive, and considered and environmental and health hazard. It is to be handled with care. As long as cadets wear the protective gear and use the proper equipment they will be very unlikely to come into contact with kaiju blue. There is almost no way for this to accidentally happen, it would have to be the result of a player decision.

Mod, can I ask for an example of additional tools? How are they modified for kaiju blue handling? How trained are these local Chileans? Are these official groups PPDC or do they also outsource?
And when this log is over, are we going back to status quo or will there be some strong after effects on Chile? How devastated was the city and will it remain that way? The economy? Politics? The environment?

The source material doesn't go into that many specific details. You are free to decide what equipment your character uses. If you chose not to decide, assume that it is a scrub brush and bucket of suds and have your character working on land to clear away the kaiju blue residue on some flagstones. The haz-mat suit will protect your character from exposure. There are enough cleaning jobs for everyone, whichever option you chose. Even with minimal spilling and quick kills like the Ranger teams provided, some damage will always occur during kaiju attacks.
All personnel there have been trained by the Chilean government or the PPDC. Your character has no information on the extent of their training nor their labor statistics, however if their Spanish is good enough to inquire and they receive an answer they will find that local teams are being used for efficient clean up time. All major coastal cities now have additional training for their disaster response teams that were already in place before the kaiju war began. Their training is government sanctioned and efficient.

I am aware of how little information the source material has, but that's why answers from you are important. Yeah, we players could decide on everything. That would be fun! But guidelines would be nice and my annoyance comes from how there's hardly any.
I would still like to ask for further details on how affected the area is by the kaiju blue. And it's alright if you don't give up the future plots right away. But an attack by something that big can't just be handwaved by here, have some hazmat suits and scrub things clean.
Just because the characters aren't privy to certain information doesn't mean that the players should be left in the dark.

You're welcome. And it's fine to ask for clarifications, your questions here might be questions others also had but hadn't asked. It's unfortunate that you felt frustrated during these communications, but the good news is that you acted positively to communicate uncertainty and if other players were also at a loss, they might also benefit from the results.
