a) ALICE packs are handed over empty - when they're heading out for maneuvers or are being pulled for a group run/hike, supplies will be distributed from the Shatterdome Exchange.

b) Characters can purchase calling cards from the Shatterdome Exchange, but as far as cell phones go, they won't be handed out during the first three months of training. Afterward, characters will have their phones given back to them, or have the option to purchase a phone through the Shatterdome Exchange.
